Kevin P. Mullally brings over 40 years of experience in regulatory agencies, legislative environments, law enforcement, and organizations devoted to developing gaming policy.
Prior to his role as CEO at the GCGRA, he served as the Senior Vice-President of Government Relations and General Counsel for Gaming Laboratories International (GLI), where he oversaw risk management policies and consulting practices and served as the primary liaison to officials.
His career highlights include serving as the Executive Director of the Missouri Gaming Commission and pioneering the world’s first self-exclusion program in 1995. Kevin has provided consultancy to governments worldwide on gaming policy development and implementation. Additionally, Kevin also served as General Counsel and Chief of Staff to Missouri State Senator Harry Wiggins.
Mr. Mullally has received several esteemed industry awards, including the 2022 Regulatory Affairs Executive of the Year.
Mr. Mullally is the author of the chapter “Public Policy Implementation & Regulatory Practice” in the University of Nevada-Las Vegas Law School’s textbook, Regulating Land Based Casinos: Policies, Procedures, and Economics. He is a member of the International Association of Gaming Regulators and the International Masters of Gaming Law.
