Philippe Nkounkou Miantoudila is a legal and business consultant with extensive experience in regulatory frameworks, public-private partnerships (PPP), and business climate reforms.
As a member of the committee drafting the Gambling Act and establishing the Gambling Regulatory Agency in Congo-Brazzaville, he plays a key role in shaping the country's gambling sector through policy development and legal structuring.
Professional Experience:
Public Sector & Policy Advisory:
Previously, Philippe was attached to the Prime Minister’s office as an advisor on public-private partnerships (PPP) and private sector promotion, where he provided legal opinions and drafted policy notes on business climate reforms, including the establishment of the High Council for Public-Private Dialogue.
Manager, Philing Conseils (Since July 2021) As the manager of Philing Conseils, a consulting, training, and intermediation firm, Philippe provides:
- Legal advisory in social law, contract law, and tax law for businesses.
- Training services in OHADA law, CIMA law, ethics, and governance for banks, insurance companies, and other sectors.
Key Negotiations & Intermediation:
- SNEDAI Group: Led negotiations with Congolese authorities for a PPP contract involving the takeover of the national printing press and a concession for biometric passport production.
- Industry Promotion Fund, DRC: Acted as an intermediary for securing financial support from EXIM BANK. Training & Consultancy Engagements:
- Provincial Government of Lualaba, DRC – Provided consultancy and training services for one of DRC’s key mineral-producing regions.
- Agency for the Prevention and Fight Against Corruption, DRC – Conducted training programs for the anti-corruption agency, which reports directly to the Presidency of the Republic.
